General Office of the State Council, Short-term Work Arrangement for the Environmental Protection for and Comprehensive Treatment of Soil

Main contents: A responsibility system for meeting the targets for the environmental protection and comprehensive treatment of soil shall be established, and the corresponding assessment methods shall be formulated. Environmental protection departments shall conclude target responsibility documents with provincial-level people's governments to specify the duties and schedules, conduct assessments periodically and report the results thereof to the State Council. Local people's governments shall conclude responsibility documents with key enterprises to determine the responsibilities of such enterprises. The use of the assessment results shall be strengthened. Recognition shall be given to local people's governments and enterprises with outstanding performance, and those that fail to complete their soil treatment duties shall be held accountable (Article 3(6)).
