The Ministry of Land and Resources has issued Opinions regulating land registration to crack down on illegal land use by setting up a review system

The Opinions are issued to strengthen land registration to solve the problems of idle land and illegal use of land. If, when reviewing land registration, the land use or the commencement date of a land grant is unclear and a land registration officer is of the opinion that the land registration decision made by the superior government department is in conflict with relevant state provisions, they may request the head of the competent land and resources department to conduct a group review of the case with relevant departments.
