Main contents: The introduction of high-quality overseas educational resources jointly by private capital and domestic schools into China for the establishment of high-quality Sino-foreign cooperative joint educational institutions according to law is encouraged. The proportion of foreign funds in Sino-foreign cooperative joint educational institutions shall be less than 50%. The establishment of educational institutions abroad jointly by private capital and domestic schools in China to strengthen the international competitiveness of education in China is encouraged (Article 7).
