Article 1: These Measures have been formulated pursuant to relevant provisions of the PRC Patent Law and the Implementing Rules for the PRC Patent Law in order to promote the optimisation and upgrading of the industrial structure, promote the implementation of the state's intellectual property strategy and accelerate the creation of an innovative country.

第一条 为了促进产业结构优化升级，推进国家知识产权战略实施，加快建设创新型国家，根据《中华人民共和国专利法》和《中华人民共和国专利法实施细则》的有关规定，制定本办法。
