Main contents: Article 14 of the Implementing Rules has been revised to read as follows: “Except specified otherwise in the Implementing Rules, any natural person, or organisation that is able to independently assume civil liability, may apply to register a domain name under the top-level domain names specified in the Implementing Rules.”
