China elaborates on the prohibition of excessive packaging.

Main contents:
The revised Law explains the meaning in the old Law of the provision that the packaging of products that enterprises provide shall be “reasonable”. The material, structure and cost of packaging shall be consistent with the quality, specifications and cost of the product inside. Packaging waste shall be reduced and excessive packaging shall be eliminated (Article 20).


Enterprises in any of the following circumstances shall conduct mandatory clean production audits:


(i) the amount of pollutants emitted exceeds the national or local emission standards, or although the amount has not exceeded the said standards, it exceeds the control indicators for the total emission amount of key pollutants;


(ii) high energy consumption is constituted when the limit for energy consumption of the products of the enterprise is exceeded; or


(iii) the enterprise uses toxic or harmful raw materials in its production or emits toxic or harmful substances during production.


Enterprises that conduct mandatory clean production audits shall report the audit results to the department that is responsible for the overall coordination of clean production and the environmental protection department of the local people's government at county level or above, and publicise the same through the local major media and accept public monitoring, except where trade secrets are involved (Article 27).
