Main contents: The Beijing Municipality shall implement quantity control and a quota system on small passenger vehicles (Article 2). Government authorities, enterprises, public institutions, associations and other organisations, and individuals that need a quota for small passenger vehicles shall obtain it through lottery without consideration (Article 3).

Annual quotas for small passenger vehicles shall be allocated as follows: 88% for individuals, 2% for vehicles for business purpose, and 10% for other entities (Article 6). Enterprises that paid Rmb50,000 or more for value-added tax and business tax in aggregate in the previous year may apply for one lottery number per year. With each increase of Rmb500,000 in the tax amount paid, enterprises may apply for one more lottery number, up to a maximum of eight numbers per year (Article 9). Hong Kong, Macao and Taiwan residents, overseas Chinese and foreign nationals with a valid identity document who have lived in Beijing for at least one year may apply for a quota (Article 10).
