As this year draws to a close, we look forward to 2011 and the new goals the Central Committee has put forth in the draft of its 12th Five Year Plan. These will shape legislation expected in the new year, and the implementation and enforcement of rules that came into force in 2010 (in a last push from the government to accomplish the goals set out in the 11th Five Year Plan).

In the new plan, conspicuous themes loom across its proposed aims and share a very telling story about achieving stability and balance over the coming years. This reflects China's persistent efforts to bridge social and income gaps, create a stable political front, and moderate its increasingly rapid acceleration into the economic superpower stratosphere.

In our final issue of 2010, we have a collection of articles that covers the key economic and legislative themes of this year, and forecasts the continuation of many of these as they align with the goals of the 12th Five Year Plan. There's a fascinating article about the direction of the renewables sector, another on China's efforts to internationalise the yuan, and many more.

Since it's the end of the year, I thought a spirited way to sign off 2010 was to present a top ten list. Everyone loves lists! So after deliberating with the CLP editorial team, we came up with the past year's Top 10 Most Important legislation (or related groups of legislation), mainly in chronological order of promulgation:

1. Tort liability: PRC Tort liability Law (中华人民共和国侵权责任法)(December 26 2009)

2. Foreign rep offices: Tentative Measures for the Tax Administration of Resident Representative Offices of Foreign Enterprises (外国企业常驻代表机构税收管理暂行办法) (February 2010) and Regulations for the Administration of the Registration of Resident Representative Offices of Foreign Enterprises (外国企业常驻代表机构登记管理条例)(December 2010)

3. Insurance: numerous Insurance-related regulations (too many to list out, but including Measures for the Administration of Insurance Group Companies (Trial Implementation)(中国保险监督管理委员会保险集团公司管理办法 (试行))(March 2010) and Tentative Measures for the Administration of the Application of Insurance Capital (中国保险监督管理委员会保险资金运用管理暂行办法)(July 2010)

4. Foreign investment approvals: Several Opinions on Further Improving the Work on the Use of Foreign Investment (关于进一步做好利用外资工作的若干意见)(April 2010)

5. Real Estate: Circular on Determined Suppression of the Exceedingly Rapid Rise of Certain urban Housing Prices (关于坚决遏制部分城市房价过快上涨的通知)(April 2010)

6. IP: Annual Report on Intellectual Property Cases (最高人民法院知识产权案件年度报告 ) (April 2010)

7. Private sector: Opinions on Encouraging and Guiding the Healthy Development of the Investments from the Private Sector (May 2010)

8. FIE disputes: Provisions on Several Issues Concerning the Trial of Disputes Involving Foreign-invested Enterprises (1) (关于审理外商投资企业纠纷案件若干问题的规定(一))(August 2010)

9. Employment disputes: Interpretation on Several Issues Concerning the Application of the Law to Trials of Employment Disputes (关于审理劳动争议案件适用法律若干问题的解释)(September 2010)

10. Social insurance: PRC Social Insurance Law (中华人民共和国社会保险法 )(November 2010)
