Main contents: To accommodate the changes in processing trade and regulate trades and businesses related to processing trade, the Measures have been revised:

Article 9 has an additional paragraph: “A processing trade enterprise shall manage processing trade goods and goods that are not processing trade goods separately. Processing trade goods shall be stored in a location filed with customs and dedicated materials shall be stored there exclusively. If an enterprise wishes to change the location where its processing trade goods are stored, it shall require the approval of customs.”

Article 25 lists the circumstances under which a business operator that applies to engage in the outsourcing of processing shall provide to customs a deposit or bank guarantee in an amount equivalent to the amount of the tax payable on the outsourced processing goods.
