Shanghai Municipality, Trial Measures for the Application for Permanent Residency in the Municipality for Attracting Skilled Personnel

Effective: for a trial period of two years as of date of issuance
Main contents: Where an employer seeks to attract skilled personnel who has a stable job position in Shanghai, whose profession (performance) corresponds to his/her positions and who meets one of the following conditions, it may apply for permanent residency in the municipality for the skilled personnel:
(i) Professional technicians and management personnel who have post-doctoral academic credentials with a corresponding degree, or who have qualifications of senior technical titles.
(ii) Persons in charge of and core team members on special major state science and technology projects, key state science and technology projects and major science and technology projects in the municipality.
(iii) Personnel with postgraduate academic credentials and a corresponding degree who holds senior management positions in industries and sectors supported by the municipality on a priority basis.
(iv) Professional technicians, management personnel and core members of innovation teams with at least undergraduate academic credentials and a corresponding degree who are urgently needed and in shortage in key institutions in the modern service industries such as finance, trade and shipping, key sectors of high and new technology industrialisation, high and new technology enterprises, high and new technology achievement transformation projects in the municipality, regional headquarters of multinational corporations in Shanghai and research and development centres with independent legal personality invested in and set up by such headquarters.
(v) Entrepreneurial personnel who hold senior management positions in enterprises in Shanghai that have a leading position in their industries, and that have made major contributions to the economic and social development of the districts and counties of their places of investment (Article 5).
