Main contents: The Circular states that the administration of annual planning for residential land use and construction shall be strengthened:
(1) The departments in charge of land and resources in provincial-level cities, cities and counties shall, in a timely manner, publicise the plan, schedule and criteria for land supply, and the information on lots, and shall reasonably adjust the land supply plan according to the implementation progress of the housing construction plan.
(2) The means of increasing the land supply for, and construction of, public rental housing through allocation and grant; gradual unification with public housing; and simplification and implementation of stratified rental housing welfare shall be explored.
(3) In regions where housing prices are high, the land supply for construction of small and medium-sized housing units with price ceilings shall be increased.
(4) In regards to idle land that has been recovered in accordance with the law, plain land reserves, and targets for the plan for converting the use of agricultural land, priority of use of such land shall be given to welfare housing. Land supply for construction of large-sized, high-end housing units may not be granted in places where implementation of the aforementioned residential land supply scheme has not been completed.
(5) Local housing and urban-rural development departments and departments in charge of land and resources at all levels shall jointly draw up an annual plan for urban residential land supply and construction and jointly discuss the execution of the annual tasks for building welfare housing, rebuilding of shanty areas, public rental housing and small and medium-sized units of ordinary commodity residential premises (Article 2).
