Main contents: The state shall encourage, support and guide the investment of private capital in the medical service sector (Article 4). Provided that government guidance is strengthened, the guidance prices for medical services are reasonably determined, the total and average fees of hospitals and pharmaceuticals are reasonably controlled, determination of the service scope, payment methods and rates, and requirements on service quality by the hospital (its representative) and the medical insurance agency through negotiation will be studied (Article 10).
