China Banking Regulatory Commission, Guidelines on Information Disclosure in Connection with the Capital Adequacy Ratio of Commercial Banks

CBRC requires banks to disclose capital adequacy ratio in line with Basel requirements.

Applicability: The Guidelines apply to banks subject to Basel II under the Guiding Opinion for Implementing Basel II in the Banking Industry in China and other commercial banks that implement Basel II on a voluntary basis (Article 2).

Main contents: A commercial bank shall disclose the relevant information at the following frequency:

(1) changes in the paid-up capital or ordinary shares and other capital instruments shall be disclosed in a timely manner;

(2) material information such as the total core capital, total subsidiary capital, capital adequacy ratio and core capital adequacy ratio shall be disclosed on a quarterly basis;

(3) relevant material information such as scope of consolidated capital adequacy ratio; capital and capital adequacy ratio; total credit risk exposure; total amount of overdue and non-performing loans; loan impairment provision and changes therein; risk exposure after mitigation of credit risk asset portfolios; all types of risk exposures in asset securitisation; capital requirements for market risk as well as the risk value at the end of the reporting period and the average risk value; details of operational risk; equity investment amount and its fair value, and the realised earnings or loss after sale or liquidation; and the interest rate risk in the banking book shall be disclosed semi-annually; and

(4) other information specified in these Guidelines shall be disclosed on a yearly basis (Article 46).
