Shanghai clarifies its criteria for permanent residency.

Interpreting authority: The municipal human resources and social security bureau in conjunction with the relevant departments shall be responsible for the interpretation of matters not covered in these Implementing Rules (Article 20).

Main contents: Article 1 of the Implementing Rules clarifies the criteria for application for permanent residence in Shanghai. The phrase “has been holding the Shanghai Municipality Residence Permit (Permit) for at least seven years” specified in Item (1) of Article 5 of the Trial Measures for the Application for Permanent Residence in the Municipality by Persons Holding the <Shanghai Municipality Residence Permit> (Trial Measures) means that the applicant shall have held the Permit for seven years in aggregate. The phrase “has joined the urban and township social insurance scheme in Shanghai for seven years or more during the period he/she holds the Permit” means that the applicant has joined the urban and township social insurance scheme in Shanghai and paid the premiums for social insurance for seven years in aggregate during the period he/she holds the Permit.
