Categorised administration of export industrial product enterprises according to the types of enterprises and product risks.

Interpreting authority: General Administration of Quality Supervision, Inspection and Quarantine

Applicability: These Measures shall not apply to the categorised administration of export food and flora and fauna product manufacturing enterprises (Article 36).

Main contents: The assessment standards for classifying enterprises that manufacture export industrial products include the following elements:

(1) creditworthiness of the enterprise;

(2) production capacity of the enterprise;

(3) inspection and testing capability of the enterprise;

(4) standards of the personnel of the enterprise;

(5) the management capability of the raw material supplier;

(6) receipt of warning, request for compensation, return of goods and complaints with regards to the export products of the enterprise;

(7) capability of product traceability;

(8) establishment of the quality management system by the enterprise; and

(9) other factors that affect its capability to guarantee quality (Article 8).

Enterprises that receive excellent assessment results shall be classified as Type One, while those with poor results shall be classified as Type Four (Article 9).

Special regulation means that the quality supervision, inspection and quarantine authority implements full inspection of the export industrial products. Stringent regulation means that the quality supervision, inspection and quarantine authority inspects the export industrial products lot by lot. Normal regulation means that the quality supervision, inspection and quarantine authority implements spot check on the export industrial products. Regulation by way of verification means that the quality supervision, inspection and quarantine authority conducts compliance examination of the relevant supporting documents and the export industrial products and implements spot check of batches of the products if necessary. Credit regulation refers to the routine supervision and inspection on enterprises by the quality supervision, inspection and quarantine authority (Articles 18-22). Regulation by way of verification or credit regulation shall be conducted when Type One enterprises export products with high risks. Where they export products with relatively high or normal risks, credit regulation shall be conducted (Article 23). Where Type Four enterprises export industrial products, special regulation shall be conducted (Article 26).
