China Insurance Regulatory Commission, Opinion on the Insurance Industry's Thorough Implementation of the Medical Reform Opinions and Active Participation in the Establishment of a Multi-level Medical Welfare System

Main contents: The insurance industry shall further expand the range of health insurance products, and develop supplementary insurance for basic medical protection (Section Two).
Insurance companies that participate in the handling and management of basic medical protection shall fulfil the following criteria:
(1) have established an independent audit system;
(2) have established dedicated systems for claims acceptance and handling;
(3) have established a sound system for managing health insurance data;
(4) have obtained the written consent of the head office and have established incentive and restraint mechanisms;
(5) have branch offices in the area where they intend to launch the said business, and have more stringent internal controls and higher service standards;
(6) have actuaries and personnel who handle insurance and claims verification with the relevant professional knowledge, and dedicated personnel who handle the management services; and
(7) have an information management system with complete functionality that is relatively independent, safe and highly efficient, and can be connected to information systems of medical institutions at fixed points (Section Three).
The insurance industry is encouraged to explore a comprehensive medical protection model that integrates both health insurance and health care, and gradually realises management of the entire health protection and treatment processes. Insurance companies shall develop medical professional liability insurance, and explore the possibility of investing in medical institutions (Section Four).
