Shanghai to implement parallel examination and approval for connected matters.

Applicability: The term “parallel examination and approval” refers to an examination and approval method whereby an applicant submits two or more connected items subject to administrative examination and approval that need to be carried out separately by two or more administrative departments in Shanghai within a certain time period, a department (Leading Department) centrally collects and forwards the application materials, and the relevant examination and approval departments (Parallel Examination and Approval Departments) render examination and approval decisions respectively upon simultaneous examination and approval.

The term “administrative examination and approval” includes both administrative licensing and non-administrative licensing examination and approval (Article 2).

Main contents: The examination and approval reform department of municipalities, districts and counties shall, according to their authority, formulate specific implementation plans for parallel examination and approval in conjunction with relevant departments, and announce the same to the public. Specific implementation plans shall include particulars such as the scope of implementation, the items subject to examination and approval, the Leading Department, Parallel Examination and Approval Departments, the specific workflow and time limits (Article 6).
