Shanghai Municipality, Trial Measures for the Application for Permanent Residence in the Municipality by Persons Holding the «Shanghai Municipality Residence Permit»

Effective: as of date of issuance for a trial period of three years
Applicability: The Measures apply to persons in China who have moved to Shanghai to start a business or work and who hold a «Shanghai Municipality Residence Permit»(Article 3).
Main Contents: Article 5 of the Measures states that persons holding a «Shanghai Municipality Residence Permit»(Permit) who apply for permanent residence in Shanghai shall fulfil the following criteria:
(1) he/she has been holding the Permit for seven years or more;
(2) he/she has joined the urban and township social insurance scheme in Shanghai for seven years or more during the period he/she holds the Permit;
(3) he/she has been paying income tax in Shanghai in accordance with law during the period he/she holds the Permit;
(4) he/she is employed in Shanghai in a position of an intermediate level or above that requires professional skills, or has the professional qualifications of a technician (state professional qualifications certificate of the second grade or above) or above in Shanghai, and his/her expertise corresponds to his/her job type; and
(5) he/she has not violated the birth planning policy of the state or Shanghai, and has no criminal record of a public security penalty level or above or record of other misconduct.
