Foreign express couriers not allowed in domestic Chinese mail express services.

Main Contents: The state will set up a general postal service fund. The specific measures for the collection of proceeds, use and regulation of the fund shall be formulated by the State Council's department in charge of finance in conjunction with the relevant State Council departments, and shall be promulgated and implemented upon approval of the State Council (Article 17).

Foreign investors may not engage in domestic mail express delivery business, i.e. where the entire process from mailing to delivery takes place within the PRC (Article 51). To apply for a business permit for express delivery business, an enterprise shall have a registered capital of no less than Rmb500,000 if it operates business in a province, autonomous region or municipality directly under the central government, or Rmb1 million if its business crosses provinces, autonomous regions or municipalities directly under the central government. Where it engages in international express delivery business, its registered capital shall be no less than Rmb2 million (Article 52).
