Main Contents: Consolidated restructuring of news publishing work units shall be promoted, and the nurturing of backbone enterprises and strategic investors in the publishing and media industry shall be accelerated. The target is to nurture six or seven domestically brilliant and internationally renowned large publishing and media enterprises with assets and sales volume both over Rmb10 billion (Article 12). Investment of private capital in various forms in sectors permitted according to policies shall be encouraged and supported (Article 14). The establishment of newspapers, periodicals, publishers and printing factories overseas and in Hong Kong, Macao and Taiwan markets by qualified publishing and media enterprises in the form of wholly-owned enterprises, or equity or co-operative joint ventures to further expand the international influence and coverage of Chinese culture shall be encouraged (Article 16).
