Guangdong revises regulations to suppress illegal collection of highway tolls.

Applicability: These Regulations apply to the planning, construction, maintenance, operation, use and administration of highways (including highway bridges, highway tunnels and highway crossings) within the jurisdiction of Guangdong Province (Article 2).

Main Contents: The legal person of a highway construction projects may operate the highway on a trial basis for a period of no longer than three years. The trial operation period shall be counted towards the limit on the period of toll collection (Article 13). The limit on the period of toll collection on highways shall be subject to the examination and approved of the provincial people's government in accordance with relevant provisions of the Regulations for the Administration of Toll Highways. Toll collection shall cease when the time period for toll collection expires. Where the government that needs to repay loans for a highway it built has fully repaid the loans or the funds raised with compensation before the expiry of the approved period for toll collection, it must cease to collect tolls on the highway (Article 39).
