Main Contents: According to Article 2 of the Beijing Municipality, Regulations on Promoting Information Technology, work units and individuals that engage in business activities via the internet (E-commerce Business Operators) shall obtain a business licence in accordance with the law.
Registration and renewal of registration shall not be required if:
(1) an enterprise or family proprietor that has already registered and obtained a business licence carries out e-commerce business activities, and the business scope of such activities is the same as that in the registration;
(2) an E-commerce Business Operator has, in accordance with the Measures for the Administration of Internet Information Services, already obtained a business permit for internet information services issued by the Ministry of Information Industry or Municipal Communications Bureau, or already completed record filing for its website, and obtained a business licence from the administration for industry and commerce; or
(3) an individual sells or swaps with another party a self-use item on the internet and does not intend to make a profit.
