Approval relaxed for highway construction projects using loans from international financial organizations or foreign governments.

Main Contents: Article 1 of the Circular states that the bid invitation administration system for construction works of highway construction projects that use loans from international financial organizations or foreign governments shall be changed from an examination and approval system to a record filing system. The bid invitation documents, results of the advance qualifications examination and bid evaluation report for construction works of highways under the state freeway network and other major highway construction projects determined by the Ministry of Communications (MOC) shall be submitted to the MOC for record filing. The bid invitation documents, results of the advance qualifications examination and bid evaluation report for construction works of other highway construction projects shall be submitted to the department in charge of communications of the relevant local people's government at the county level or above according to its authority for project administration.
