Shanghai Municipality, Trial Measures on Basic Medical Insurance for Urban Residents

Effective: January 1 2008
Interpreting Authority: Shanghai Medical Bureau
Applicability: Persons who have not yet participated in the basic medical insurance for urban staff and workers, medical insurance in small towns and new rural cooperative medical system in Shanghai and who fulfil any one of the following criteria may participate in the basic medical insurance for urban residents:
(1) personnel over the age of 18 with urban household registration in Shanghai;
(2) secondary school and primary school students and infants with household registration in Shanghai; and
(3) other persons who, mutatis mutandis, may be subject to these Measures according to the actual circumstances (Article 2).
Main Contents: Medical insurance funds for residents shall be composed of premium contributions by individuals, financial subsidies from the government, transfer of medical insurance fund for staff and workers and special funds (Article 5).
