Main Contents: Article 10 of the Policy states that 13 large-scale coal bases shall be established. The coal-chemical industry shall be appropriately developed in regions with adequate water resources and abundant coal resources. In regions that require the transfer of coal from other regions and regions where there is a shortage of water resources, the development of the coal-chemical industry shall be restricted; whereas in regions with insufficient environmental resources, it shall be prohibited (Article 13). Article 15 specifies the scale of newly constructed, rebuilt or expanded coal mine shafts in the following regions:

The development of large coal enterprise groups by using existing large coal enterprises as the core, breaking down the restrictions on regions, industries and ownership system and by means of combination and merger of enterprises, and reorganization of medium- and small-sized coal mines shall be encouraged. The development of large enterprise groups with competitiveness on the international market that implements integrated operation of coal, electricity, railway and port businesses shall be encouraged. Large coal enterprises are encouraged to participate in the joint operation with enterprises in metallurgy, chemical industry, construction materials and transportation (Article 18). Coal enterprises shall allocate an environmental treatment and recovery deposit in accordance with provisions (Article 46).
