Construction projects are screened before they can be started.

Main Contents: The commencement of construction for all types of investment projects must satisfy the following conditions:

(1) compliance with state industrial policy, development and construction plans, land supply policy and market entry standard;

(2) completion of examination and approval, verification and approval, or record filing procedures; in the case of enterprise investment projects subject to verification and approval system, the application report for the project that has been verified and approved is required; in the case of enterprise investment projects that are subject to record filing system, the record filing procedures shall be completed;

(3) the site selection and layout of the project in the planning areas must comply with urban and rural planning;

(4) in the case of projects for which application for land use is required, the procedures for land use approval shall be completed in accordance with the law, and the contract for use of state-owned land for consideration shall have been concluded or the decision on allocation of state-owned land shall have been obtained;

(5) completion of the examination and approval for environmental impact assessment;

(6) completion of the energy conservation assessment and examination on fixed asset investment projects in accordance with provisions; and

(7) the construction work unit has obtained a construction permit or construction commencement report, and has adopted specific measures to ensure the quality and safety of the construction project.
