Main Contents: Advertising business operators with the Registration Certificate for Printed Advertisements with Fixed Forms may, if necessary, appoint their branches and sub-branches with the corresponding advertising business scope to engage in activities of print advertising with fixed forms but may not pass such business to other work units. Where printed advertisements with fixed forms are released outside the place of registration, the release work unit and agency work unit shall submit materials, such as the registration documents of both parties, the entrustment contract and samples of printed advertisements with fixed forms in accordance with the requirements of the administration for industry and commerce of the province, autonomous region, municipality directly under the central government and city with an independent development plan of the place of release in a timely manner (Article 1).
The formats and contents of printed advertisements with fixed forms shall comply with the provisions of laws and regulations, such as the Advertising Law and the Measures for the Administration of Printed Advertisements, and the characters "sßi" (advertisement) shall be indicated at the upper right hand corner of each page (Article 2).
Local administrations for industry and commerce shall make plans for thorough screening and inspection of printed advertisements with fixed forms and complete the inspection work before June 30 2007. Illegal activities shall be investigated and handled in accordance with the law, including release of printed advertisements with fixed forms without registration, transfer of the release and operation rights, release of printed advertisements with fixed forms not in the approved names, specifications or formats, inclusion of non-advertising information in printed advertisements with fixed forms, use of foreign languages in violation of state provisions or inclusion of contents prohibited by the state, and release of illegal advertisements through the use of printed advertisements with fixed forms. If it is suspected that printed advertisements with fixed forms are used to engage in illegal publishing activities, the case shall be directly transferred to the press and publication administrative authority (Article 4).
