Applicability: The term "general contracting for design and construction work" refers to a type of construction project management model whereby the invitation for bids for design and construction work of a project are combined, and the winning bidder undertakes general contracting for both design and construction work of the project (Section One).
Main Contents: Pilot projects shall, in principle, be selected based on the following criteria:
(1) independent bridges and tunnels of medium-scale or above;
(2) expressway sections not exceeding 30km in length or sections thereof with unfavourable geological conditions such as weak foundation and landslide; and
(3) highways of Class One and Two not exceeding 50km in length (Section Four).
Work units that participate in the bidding may be work units with both appropriate qualifications for surveying and design, and for construction, or may be a consortium formed by work units with the appropriate qualifications for surveying and design and for construction. Design or construction work units may not form a different consortium with other work units to submit a bid for the same block (Section Five).
