China recently established its new State Postal Bureau and China Post Group, with the aim of making the postal system more efficient. A market-oriented policy based on telecommunications reforms separates administrative and business functions from the original State Postal Bureau.

The Group will be independent in its management, although officials say there is work to be done to reform the administrative body. The National Development and Reform Commission would like the Group to improve its core business, establish more postal companies at a provincial level and develop new businesses.
