Main contents: Standing committees of people's congresses at all levels shall select several important issues each year concerning reform, development and stability, and those that are in the immediate interest of the public or have raised widespread social concern, as well as issues people focus on as expressed by mail and visits; hear and deliberate on the relevant special work reports of the people's government, people's court and people's procuratorate at the same level; and organize inspections on law enforcement with regard to the implementation of the relevant laws and regulations (Articles 9 and 22). Standing committees of local people's congresses at all the levels above the county level shall have the right to revoke, after examination, the resolutions and decisions made by the people's congress and its standing committee at the next lower level, as well as the decisions and orders issued by the people's government at the same level if they deem that such resolutions, decisions or orders are:
(1) ultra vires, restrict the lawful rights of citizens, legal persons or other organizations or deprive them of such rights, or add to the obligations of citizens, legal persons or other organizations; or
(2) in conflict with laws or regulations (Article 30).
Where the State Council, Central Military Commission or a standing committee of a people's congress of a province, autonomous region or municipality directly under the central government deems that an interpretation made by the Supreme People's Court or Supreme People's Procuratorate concerning specific law application is in conflict with laws, or where the Supreme People's Court or Supreme People's Procuratorate deems that an interpretation concerning specific law application made by the other party is in conflict with laws, it may request the Standing Committee of the National People's Congress in writing to conduct an examination and provide comments thereon (Article 32).
