Effective: as of date of promulgation
Applicability: The term "construction projects" refers to new construction projects or construction projects working on an extension or restructure, and technological improvement and technology introduction projects that may cause occupational diseases and hazards (Article 2).

Main contents: Elements that may cause serious occupational diseases and hazards include the following:
1. chemical elements listed in the «Catalogue for Highly Toxic Substances »;
2. asbestos fibre and dust, and dust containing 10% or more of free silicon dioxide;
3. radioactive elements: devices or premises such as nuclear facilities, irradiation processing equipment, accelerators, radiotherapy devices, industrial flaw detectors, oilfield logging equipment, grade A radioisotope open work place and storage tanks for radioactive substances (Article 3).

Construction projects that have not been approved by or had record filing carried out with the public health administrative department will not be approved by other relevant departments (Article 16).
