Main contents: When newly-built housing construction projects are completed and have passed the acceptance checks of the relevant departments, the housing construction work unit shall apply to the municipal housing, land and resource administration bureau, or real property administrative departments at the district or county level, for permission to deliver newly-built housing for use (Article 4). To apply for the permission to deliver for use, the ancillary facilities of the newly-built housing shall comply with requirements such as: (1) the residential use of water has been incorporated into the urban and rural water supply network; (2) the electric power of such housing shall, in accordance with the electric power supply plan of the electric power department, be incorporated into the urban electric power supply network, instead of using electricity for temporary construction purpose; (3) roads are directly connected to the housing estate and urban roads or highways; (4) construction of public service facilities for education, medical and health care, environmental protection, postal service, food market and other commercial services, community services and management, etc. has been in accordance with planning requirements; and (5) landscaping within the housing estate has been completed; and (6) for residential construction projects constructed in phases, areas surrounding the completed housing shall be cleared, the roads shall be leveled, and evidently effective measures for isolation from the construction site shall be taken (Article 5). Those who have not obtained the permit for the delivery of newly-built housing for use but deliver such housing without authorization shall be imposed a fine of not less than 0.5% and not more than 1% of the sales volume of the houses delivered for use, and their business qualifications ranking for real property development may also be lowered (Article 9).
