Applicability: The term 'project cost consultancies' refers to enterprises commissioned to provide professional consultancy services on construction project investments, determination and control of project cost (Article 3). Where there is a conflict between the rules issued by the Ministry of Construction prior to implementation of these Measures, these Measures shall prevail (Article 43). Items (2) and (6) of Article 9, and Items (1) and (5) of Article 10 of these Measures shall temporarily not apply to work units that have obtained project cost consultancy qualifications prior to the implementation of these Measures and have yet to undergo restructuring (Article 44).

Main contents: Qualification grades of project cost consultancies are categorized into Grade A and Grade B (Article 8). Criteria for Grade A and Grade B project cost consultancies are as follows: (1) the number of registered cost engineers among the enterprise capital contributors shall account for no less than 60% of the total number of capital contributors, and their contribution amount shall be no less than 60% of the total registered capital of the enterprise; and (2) the enterprise registered capital shall be no less than Rmb1 million for Grade A consultancies, and no less than Rmb500,000 for Grade B consultancies (Articles 9 and 10). Qualifications of project cost consultancies shall be valid for three years (Article 16). Project cost consultancies engaging in project cost consulting activities, in accordance with the law, shall not be restricted by the jurisdictions. Grade A project cost consultancies may engage in project cost consultancy business for various types of construction projects. Grade B project cost consultancies may engage in project cost consultancy business for various types of construction projects costing Rmb50 million or less (Article 19). Branches and sub-branches of project cost consultancies may not, in their own names, undertake project cost consultancy business, conclude project cost consultancy contracts or issue project cost results documents (Article 24).
