Ministry of Commerce, Circular on Issues Relevant to Delegating Economic and Technological Development Zones at the State Level to Examine and Approve Foreign-invested Commercial Enterprises and Foreign-invested International Freight Forwarding Agencies

Main contents: The Circular delegates administrative commissions of economic and technological development zones at the state level to examine and approve the establishment of, and changes to, foreign-invested commercial enterprises. When carrying out the examination and approval of commercial enterprises involving a network point of the commercial enterprise outside the economic and technological development zone at the state level, the administrative commission of the economic and technological development zone shall solicit examination and approval opinion regarding network point planning from the commerce department at the provincial level at the place where the network point is located (Article 1). Foreign-invested international freight forwarding agencies engaging in international express delivery business shall be subject to the examination, approval and administration of the Ministry of Commerce. The examination and approval of the establishment of, and changes to, foreign-invested international freight forwarding agencies engaging in other businesses shall be delegated to the administrative commissions of economic and technological development zones at the state level (Article 2).
