Applicability: These Measures shall apply to the application for the qualifications for real property valuers, engagement in real property valuation activities and regulation of real property valuers in the PRC (Article 2). The term 'real property valuers' refers to intermediaries engaging in real property valuation activities that are established in accordance with the law and have obtained the qualifications as real property valuers. The term "real property valuation activities" refers to valuation of all types of real property including lands, buildings, structures, works in progress, the overall assets of enterprises positioning real property as their core business, and real property within the overall assets of an enterprise; and the conduct of real property valuation required as a result of transfer, mortgage, demolition and relocation of urban housing, judicial authentication, taxation, listing of companies, enterprise restructuring, enterprise liquidation, asset reorganization and asset disposal, etc. (Article 3). In the event of a conflict between the rules issued by the Ministry of Construction before implementation of these Measures, these Measures shall prevail (Article 55).

Main contents: Some of the criteria for each grade of qualification for real property valuers are:
Grade one: having been engaged in real property valuation activities consecutively for six years or more, having obtained grade two real property valuer qualification for three years or more, and having registered capital of at least Rmb2 million for a limited liability company and capital contribution of at least Rmb1.2 million for a partnership enterprise.
Grade two: having been engaged in real property valuation activities consecutively for four years or more after obtaining the grade three real property valuer qualification, and having registered capital of at least Rmb1 million for a limited liability company and capital contribution of at least Rmb600,000 for a partnership enterprise.
Grade three: having registered capital of at least Rmb500,000 for a limited liability company and capital contribution of at least Rmb600,000 for a partnership enterprise(Article 9).
Real property valuers with grade one qualifications may set up branches while those with grade two and three qualifications may not (Article 19). Real property valuers with grade one qualification may engage in various types of real property valuation businesses; those with grade two qualification may engage in real property valuation businesses aside from company listing and enterprise liquidation; and those with grade three qualification may engage in real property businesses aside from company listing, enterprise liquidation and judicial authentication (Article 24).
