Interpreting authority: General Administration of Quality Supervision, Inspection and Quarantine

Main contents: Applicants for import and export inspection (Applicants) who have objections to the inspection results made by an inspection and quarantine authority may apply to the same authority or an authority at a higher level for re-inspection. They may also apply to the General Administration of Quality Supervision, Inspection and Quarantine for re-inspection. Re-inspection in respect of the same inspection results may be conducted once only (Article 5).
Applicants shall submit their applications for re-inspection within 15 days of receipt of the inspection results from the inspection and quarantine authority (Article 6). Applicants for re-inspection who are dissatisfied with the re-inspection results may apply for an administrative review or institute an administrative action in accordance with the law (Article 16). If the consignor of imports or the consignee of exports has objections to the inspection results made by an inspection and quarantine authority, it may be handled with reference to the relevant provisions of these Measures (Article 19).
