Applicability: These Procedures do not apply to the administration of re-export trade (Article 4), or textiles processed in mainland China through outward processing arrangements (OPA) and whose place of origin is outside mainland China (Article 30).
Main contents: Temporary administration of textile export licences is applicable to the following customs supervision methods: general trading, barter trade, import of materials and parts for processing and assembly trade and processing of export commodities, compensation trade, processing of purchased materials (counterpart contract), processing of purchased materials (non-counterpart contract), bonded factories and other types of trade (Article 5). For commodities listed under the Commodities Subject to Temporary Administration of Textile Exports Catalogue, the foreign trade operator shall, prior to export, handle examination and approval procedures for temporary export licences with the department in charge of commerce at the locality and apply for a Temporary Export Licence for Textiles (Article 7). Commodities shall be listed under the Commodities Subject to Temporary Administration of Textile Exports Catalogue if one of the following circumstances arises: (1) textile products from countries or regions that have imposed restrictions on China; and (2) textile products under bilateral agreements that require quantitative restrictions on a temporary basis (Article 8). The amount allowed under a temporary export licence shall be based on the track record of the relevant export commodity (Article 9).
