Applicability: Those engaging in international road transport business activities between the PRC and related countries shall comply with these Provisions. The term 'international road transport' includes international road passenger transportation and international road cargo transportation (Article 2).

Main contents: Those applying for engaging in international road transport business activities shall have engaged in road transport in China for three years, and with no record of traffic accidents with which their drivers have borne at least equal liability in the most recent three years (Article 5). Article 7 specifies the procedures for those applying to engage in international road transport business; Article 10 the procedures for applicants not from border provinces, autonomous regions and municipalities directly under the central government who intend to engage in international road transport business; Article 13 the procedures for international road transport operators applying for the amendment of approved matters and expansion of the scope of business; and Article 14 the procedures for international road transport operators that are required to terminate business. Foreign road transport enterprises establishing international road transport resident representative offices in China shall provide capital credit certificates issued by the financial institutions from their host countries (Article 15). Foreign international road transport operators are prohibited from engaging in domestic road passenger transportation and road cargo transportation in China. Foreign international road transport operators shall board and unboard passengers at the approved stations, or load and unload cargoes at places agreed upon in the transportation contract. Transport vehicles shall be parked at designated parking points (lots). Foreign international road transport operators are prohibited from canvassing cargoes or soliciting visitors by themselves (Article 25). Foreign vehicles engaging in international road transport entering and leaving China shall hold international vehicle transport driving licences issued in China (Article 30).
