Chongqing Municipality, Administration of the Oil Products Market Tentative Procedures

Applicability: Enterprises engaging in the wholesale, storage and retail operation activities of oil products within the administrative jurisdiction of the municipality shall abide by relevant state laws, regulations and these Procedures (Article 2). The term 'oil products' refers to petrol, kerosene and diesel (Article 4). Administrative procedures for franchising of petrol stations and for petrol stops in rural villages and border areas shall be formulated separately (Article 50).

Main contents: Articles 5, 6 and 7 of the Procedures specify the criteria and procedures for an enterprise applying to engage in the wholesale, storage or retail operation of oil products respectively. Article 13 specifies the application materials to be submitted for new construction, restructuring, expansion and relocation of oil tanks; Article 14 the application materials to be submitted for construction of new petrol stations; and Article 16 the application materials to be submitted for restructuring and expansion of petrol stations. Part Three details the approval procedures for oil products business permits and petrol station construction.
