Interpreting authority: Civil Aviation Administration of China, Ministry of Commerce and National Development and Reform Commission in accordance with their respective purviews (Section Six).

Main contents: Service suppliers from Hong Kong and Macao are permitted to provide entrusting management services of small and medium airports as well as airport management training and consultancy services in the form of equity or cooperative joint ventures or wholly owned enterprises. The contract shall not be valid for more than 20 years (Items One and Two). Service suppliers from Hong Kong and Macao are permitted to provide air transportation ground services such as agency services, container equipment management services, passenger and luggage services, cargo and mail services, aircraft services, etc. on the mainland in the form of equity joint ventures or wholly owned enterprises (Section Three). Service suppliers from Hong Kong and Macao providing air transportation ground services shall have obtained professional licences from Hong Kong or Macao to engage in the air transportation ground service industry, and shall have engaged in solid business operation for at least five years (Section Four). Other provisions on service suppliers from Hong Kong and Macao investing in civil aviation on the mainland shall refer to the Foreign Investment in Civil Aviation Provisions (Section Five).
