Applicability: The Circular applies to the verification of applications for investment in mobile communications system and terminal production projects (Article 2). "Mobile communications systems and terminals" refers to switching equipment, base station equipment and terminals (mobile phones) based on such second and third generation mobile telecommunications standard service patterns as GSM, CDMA, CDMA2000, WCDMA and TD-SCDMA (Article 3).

Main contents: Project applicants shall submit project applications to the provincial-level development and planning departments in the locality of the project (Article 4). The application procedures and requirements are set forth in the Provisions. Article 7 states that the registered capital of project applicants shall be not less than Rmb300 million for mobile communications system investment projects and not less than Rmb200 million for mobile communications terminal investment projects.
