On January 18 2005, the government issued the Invitation for and Submission of Bids for the Supply of Goods in Construction Projects Procedures (the Procedures), which took effect on  March 1 2005. The Procedures apply to the supply of goods in construction projects subject to mandatory bidding requirements.  These projects include infrastructure, public interest projects and projects using state funding or international loans and aid.

Since the 2000 Invitation for and Submission of Bids Law (招标投标法)(the Bidding Law), the relevant authorities have issued a series of rules on bidding activities, such as regulations on survey, design and construction services issued in 2003. The Procedures now fill the gap to cover procurement.  The Procedures follow and supplement the approaches in the prior bidding rules. Here we will highlight the main new features.
