Applicability: "Printed advertisements" refers to the common form of printed advertisements such as single-page flyers, posters and publicity leaflets disseminated by advertisers themselves or entrusted advertising business operators for the purpose of introducing the advertisers' own marketed products or services; and the fixed form of printed advertisements through a collection of advertisements with fixed name, format and style disseminated by advertising companies for introducing goods and services marketed by others (Article 2).
For receipts, packaging, trade dress and product manuals carrying advertising content, administration of such content shall be carried out in accordance with these Procedures (Article 21).

Main contents: Printed advertisements shall be distinguishable and identifiable as such by consumers, and may not carry news reports or other non-advertising information (Article 4). Advertising business operators applying for the dissemination of the fixed form of printed advertisements shall comply with the following conditions: (1) have the principal business in advertising, have advertising agency and dissemination of advertisements in its scope of business, and indicate in its enterprise name the industry to which it belongs as "advertising"; (2) have registered capital of Rmb1.5 million or above; and (3) have been established for three years or more (Article 8).
