Applicability: The Measures apply to all construction project management activities in the territory of the PRC. "Construction project management" means the specialized management and service activities for the full course or a certain stage of a construction project carried out by an enterprise engaging in construction project management entrusted by the construction project owner (Article 2).

Main contents: The Measures stipulate that a construction project management enterprise is required to have acquired one or multiple qualifications such as project surveying, design, construction, supervision, cost consulting and bidding agency; and a professional technician engaging in construction project management is required to have acquired one or multiple practice qualifications for an urban planner, architect, engineer, construction engineer, supervision engineer and cost engineer (Articles 3 and 4). The business scope of construction project management covers: 1) assisting the owner in making preliminary planning, economic analysis, special item appraisal and investment decisions; 2) assisting the owner in handling relevant Measures for requisition of land and planning approval; 3) assisting the owner in putting forward project design requirements, organizing the appraisal of the project design proposal, organizing the invitation for bids for project surveying and design, signing the contract for surveying and design and supervising the contract performance, and organizing the design work unit to optimize the project design, comparing and selecting the technology economic proposal; and carrying out investment control; 4) assisting the owner in organizing invitation for bids for project supervision, construction, and equipment and materials procurement; 5) assisting the owner in signing contracts, and supervision of the performance of such contracts, with the general contractor or construction enterprise of the project as well as with the enterprises supplying construction materials, equipment, structural members and fittings; 6) assisting the owner in putting forward the fund use plan, carrying out project cost settlement and final accounting, handling project claims, organizing acceptance check upon completion of the project, and handing over to the owner the project completion files and information; and 7) undertaking management during the trial operation and maintenance guarantee periods, and organizing post-project appraisal (Article 6). The project owner may select a project management enterprise in such ways as invitation for bids and entrustment. A construction enterprise may not engage in both project management and project contracting for the same project (Article 7).
