The East China Power Market (the Market) commenced simulated operation on May 18 2004, and is China's second such regional market. The simulation aims to test operation rules, identify problems and familiarize market participants with the operation process in preparation for trial and formal operations. The move is controversial amid the current power shortage in east China, but shows the State Electricity Regulatory Commission (SERC)'s determination to carry out its agenda to form six regional electricity markets, establish bidding for dispatch in the majority of power plants and direct sale to large power users by the end of 2005. For foreign investors, how and when the move to regional power markets will affect their existing power purchase contracts is of prime importance.
