Applicability: The Regulations apply to those engaging in publishing of audio-visual products. "Audio-visual products" refers to audio tapes (AT), video tapes (VT), compact discs (CD), video compact discs (VCD), digital video discs (DVD), etc. that have recorded content (Article 2).
Main content: Article 7 of the Provisions specifies the qualifications for establishment of an audio-visual publishing work unit. For example there shall be an organizer and a competent authority recognized by the General Administration of Press and Publication and the publishing work unit shall have registered capital of Rmb300,000 or above (Article 7). Audio-visual publishing work units shall submit publishing plans and adjusted publishing plans for each year to the relevant publishing administrative department (Article 19). Part Four concerns administration of goods that are not for sale, Part Five administration of commissioned reproduction and Part Six verification and registration.
