Overseas waste importers must register with the authorities.

Applicability: The Rules apply to the administration of registration for overseas suppliers applying for import of waste material (excluding scrap ships) (Article 2). Administration of registration for Hong Kong, Macao and Taiwan suppliers that import waste material shall, mutatis mutandis, be handled in accordance with the Rules (Article 15).

Main contents: Overseas suppliers that import waste materials to China must apply to the General Administration for Quality Supervision, Inspection and Quarantine for registration. Waste materials of unregistered overseas suppliers are not allowed entry and the port inspection and quarantine authority shall not handle its report for inspection (Article 4). An overseas supplier applying for registration shall be a legal business enterprise in its home country (region) and shall establish a management system for quality assurance or environment quality (accredited ISO14000 Certificate), provide a corresponding certificate of accreditation, or establish a corresponding system that is documented and implemented (Article 5). Part Three specifies the examination and approval procedures for registration. A registration certificate shall be effective for three years and may be extended upon application (Article 12).
