Allows insurance companies to adjust their third-party insurance.

Main content: Starting from May 1 2004, insurance companies may adjust on their own the basic premium rates of commercial third-party liability insurance and its rider within the range of 10% of the original basic premium rate, and report to the relevant insurance regulatory bureau afterwards for the record (Item Two).
