The new Procedures represent China's WTO commitments to remove restrictions against wholly-owned foreign enterprises, high threshold registration requirements, introduce more permissible retail and wholesale activities, and simplifies approval process.

Main contents: The Procedures specify the conditions and procedures for establishment of a foreign-invested commercial enterprise and for opening a store of such enterprise. The Procedures also state the types of businesses that a foreign-invested commercial enterprise may engage in.
