Applicability: Landing of foreign satellite television within designated districts in China approved by the State Administration of Radio, Film and Television (SARFT) shall, mutatis mutandis, be administered in accordance with the Procedures (Article 18).
Main contents: Compared to the repealed Administration of the Examination and Approval of the Landing of Foreign Satellite Television Channels Tentative Procedures of 2001, these Procedures elaborate on the content prohibited from broadcast by a foreign satellite television channel that has been granted approval to land (Article 12). Changes such as in equity structure, investors or major management personnel that should be discussed with the designated institution and reported to SARFT are also listed (Article 13). The landing application requirement that a channel is ranked among the top three television media in its home country (region) is removed. "No approval will be granted to land in China foreign satellite news channels" is now changed to "In principle no approval will be granted to land in China foreign satellite news channels" (Article 7).
